As part of his backup plan to balance the budget after state employee unions rejected a savings agreement, Gov. Dannel Malloy is cutting state aid to towns and cities by 2.4 percent or $54.4 million.
According to a memo from the Connecticut Conference of Municipalities to legislators, CCM can only quantify $24.6 million of the cuts by municipality.

The cuts come in the form of a 5 percent reduction to Payments in Lieu of Taxes for state owned property, a 5 percent cut in PILOT for colleges and hospitals and a 50 percent cut in Town Aid Grants for Roads.
Malloy is also asking the legislature for authority to cut aid to municipalities by up to 3 percent in his proposed legislation for the special session today. The additional authority would allow Malloy to increase the size of cuts by up to 25 percent.
